Isn't the only difference between the official first class uniform and Cloud's outfit the shoulder pauldrons and his bangles? It's not just the belt, his sleeveless turtleneck, pants, and boots look to be the same ones Zack wears.

Serious question time: Did some of the Hojo's Lab missions take place while Zack and Cloud were in the basement? It makes sense given that some of these mission descriptions specifically mention Zack and Sephiroth's battle.

Keep in mind that they worked as a team to bring down Sephiroth though. Individually I don't think any member of CA sans Cloud and Vincent could equally match a true 1st like Zack. Look at it this way, until Cloud showed up and curb stomped it CA wasn't really doing anything to Bahamut Tremor...
