Fancy, the whole point of that monologue is that Reeve doesn't feel he's living up to the reputation that has been foisted on him because he couldn't protect his people. Reeve has the most integrity of any member of AVALANCHE, they all have personal motives, he's REALLY just in it to save as many lives as possible.

Re bravery, he mouths off to Heidegger and Scarlet, knowing he has no way to protect himself from anything they want to do to him, in the interest of saving lives. When the soldiers march in to arrest him, he's concerned not for himself, but for whether Cloud's crew will come and save Midgar or not.

The most integrity? He was one of the people involved in the dropping of the plate. He also personally threatened Marlene's life.

I'm pretty sure he wouldn't have followed through on the threat, and the involvement with Sector 7 involves objecting and then being sent on an ominous sounding vacation.

Red's initially in it to get home, which is fair, and then he keeps going to see the world and maybe even 'find his life's mate, IIRC?

He consistently cares about the collateral damage, from Reactor 1 on down through to Dirge.

He cares, but not enough to work to stop Shinra. Even if his bluffs are empty, he's still working to achieve Shinra's goals after everythimg he's seen. Only when the world is ending in seven days does he decided to act on his conscience. I'm sorry but that does not make him the person with the most integrity.
 
People who care but don't have the backbone to take a stand are not the people with the most integrity. In way, the fact that they have a moral compass, but don't let it lead them, makes them worse than people like President Shinra who have no moral compass at all.

Red XIII never does one single morally reprehensible thing throughout the entire game. The same cannot be said of any of the others. Not even Aerith.
