I think there's a possibility that there isn't any in-combat character switching and that they're just there to "set the scene" so to speak (and be present post-combat), but the chocobo ranch as a hub seems fairly likely and I am here for that!

Depending on how involved they want the Zack sections to be, they could be mostly relegated to post/end-of-chapter cutscenes until the Big Meet Up in Rethree. Wouldn't require too many outside assets, but it'd be more attention than just a post credits scene again.
