Reeve and the Turks

What is Reeve's relationship with the Turks, and Veld in particular?

This is a discussion of events primarily in FFVI: Before Crisis and On the Way to a Smile: The Case of Shinra. If you’re unfamiliar with those, relatively obscure pieces, of the compellation a lot of this discussion might be lost on you. It will also contain spoilers to both works.

In Before Crisis Reeve offers the Turks his assistance, gives them information and is willing to take the fall for them if they get caught, making him their ally.

You don't have to worry about that. If you sneak on board, by the time you're out of the harbour it'll be too late for them to do a thing. Say you're acting on my orders. I'll take responsibility for everything. (2)

This leads to questions: Why is he helping the Turks? Where is he getting the information he passes along with to the Turks?

In Episode 20 Reeve tells the Turks the location of a Materia they need to locate (it’s a plot point) and the question is: How does he know that?

In game, Reeve references "his fortune" referencing fact he’s currently talking to the players through the Cait Sithe robot. That doesn’t answer the question, since Reeve doesn’t actually have magic fortune telling powers.

My theory is the Reeve actually got the information from Veld, who gathered the information during the three years after he left the Turks to search for his daughter. (Before Crisis, like Taken, but much more drawn out)

That explains how Reeve is working under Veld's orders, and knows more than the Turks.

Veld cannot risk contacting the Turks because he doesn’t want to endanger them. However, it seems possible that he might have an ally inside Shinra: Reeve. Veld and Reeve served together on the board and might have been allied politically given that they’re the more moral Shinra executives. (least evil?).

Makes a much more sense if you read the "fortune" as "my informant aka Veld".

Case of Shinra gives more evidence of a close working relationship between Veld and Reeve. The Novella reveals that Reeve knows the whereabouts of Veld and Before Crisis Turks, including how to contact them. Later in CoS Veld tells Tseng he’s going to Junon to meet with Reeve, hinting that Veld might have been involved in the establishment of the WRO, possibly as liaison for Rufus Shinra.

If Reeve and Veld were allied, it explains how Reeve is able to pass on information to the Turks and why he doesn’t reveal how he knows (The less the Turks know about Veld the better for everyone concerned). It’s also possible that Reeve was involved in Rufus’s cover up that enabled Rufus to save the Turks.

Given that Veld/Tseng and Reeve (and later Rufus) are the more level-headed of those on the board, I think this is a very good possibility. This probably goes all the way back to when Reeve first got on the board (he's younger then Veld) and Veld realized there was someone who actually had their head in the game and wasn't blind to the problems Shin-Ra has. It's not like Reeve and Veld can be picky about who they can ally with.
