Can you go back to the Great Glacier?

Always thought that after finishing Gaea's Cliff, you couldn't go back to the Great Glacier, but now I'm not so sure. Anyone know if you can go back there after getting the Highwind?

After leaving Gaea's Cliff, Mr. Holzoff does not let the party back into the mountains, therefore not allowing the player to return to the Whirlwind Maze where the Neo Bahamut Materia is located (although the Materia appears in Bone Village if missed), or the parts of Northern Cave seen on the first visit. Gaea's cliff is the second and final location that contains a Ribbon.

Yeah, I knew you couldn't get back to the cliffs, but I meant the glacier itself, sorry for any confusion.

You can get back into the Glacier but only when Cloud is party leader. Whether via entering directly or redoing the snowboarding minigame.
