Converting LQ video files to mp4 for the PS3

I have a real shitty quality video file, that's an rm, that I'm converting to MP4 so it'll play on my PS3. I'm using PS3 Video 9 to do it, but it has so too many compression artefacts for my taste.

Is there some other video converter that can maybe upscale the thing and reduce the number of compression artefacts that are in this video? I know it's more than likely impossible given it's low quality and size but maybe there's something out there I don't know about

If it's low quality to begin with, I doubt you'd be able to make it better or have less artifacts - computers simply can't add details that they don't know about.

Re-download it as HQ or something. I dunno what it is exactly though.

Also, why are this in GG?

Meh, I was afraid of that. Sad thing is, is that it only exists in LQ.

And its in GG because its regarding the PS3
