Dunno about the menu languages, but a Japanese PlayStation 3 will play pretty much all games as almost if not all of them are region-free.
Blu-Ray region code will be A, DVD region code will be 2.

Actually, there's tonnes of good stuff over in yon US that never makes it to Yurp, or at least not on time. And there's countries / continents that are even worse off.
