Finished it for it to go gold and ship. That doesn't mean it won't get a day-one patch (or first week). Nearly all triple AAA games do post-release patches within the first month at the very least. I doubt the FFVII Remake will be the exception to that trend.

In music talk, gold is selling 500,000 copies. I wonder if that's Nomura saying they sold 500,00 preorders

I think in gaming it just means that the base game has been finished, and ready to be mass produced. They probably went to work for the day1 patch.
