Yeah, that's Wedge he's with in the parachute. And before that, when it shows Jessie and Biggs from behind at an angle, you can also see Cloud and Wedge down and to the left of them. Also, if you follow Jessie's line of sight before she suddenly looks up to hear what Biggs is saying, you can see she's got her eye on Cloud - she's looking right at him. I guess she's thinking he's a keeper in more ways than one, hehe.
