I know this might sound strange but I have wondered why there has been no Christmas movie about Santa visiting during the age of Segregation in the South. In this story the Santa Claus thing is a position that is handed down from father to son. The latest Santa Claus comes in the 1950's when the Civil Rights Movment was taking hold and pretends to be a mall Santa. During his stay he actually allows black children to come and see him defying the rules at that time which kept whites and blacks separated.

Most Santa movies seem to take place in >1980s US white suburban/urban scenarios, unless they're <1980s claymations :P. Historical Santa stories would be interesting though, yes, including the idea you mention. Unless such actually exist already, and I have just forgotten about them.

I was thinking it would be the Preacher's Wife Meets A Miracle On Thirty Fourth Street. It would be fun seeing Santa stand up to some white supremacists of those days and give them all a big pile of coal on Christmas Day at the end. Maybe Santa would even encourage racial harmony between the children through telling how every year he goes to many countries where he visits many children of different colors. There would be one scene where he cheers up a little black girl who has self esteem issues and doesn't think she is pretty. Santa then magically makes a doll that is made in her image and says that no one should make her feel inferior.

There is actually a book that was written in 1948 about a "little negro boy" who goes on an adventure with Santa Claus. I posted a picture of it in the pic thread. Here it is:

The text is outrageously demeaning towards African Americans, as you can see from the pic above. I didn't have a chance to read the book at all.

Anyway...not a movie, but the story is definitely out there.

Yeah, that would not fly in today's world.
