X-2 and Lightning Returns have some true abominations. Mobious is coming close.
I, in general, like Nomura's costumes but when you give him too much work you get this and so please stop throwing him in every game constantly, it hurts.
LR it's hard to tell because some of this shit I am sure has to be a joke it's the only way this could pass without people being fired on the splot

I took two seconds after looking at him and thought, wait a sec, it's got to be that guy and yup, he's the character designer from IX and XIII-2 (unless my information is faulty). My least favorite character designer in the series. He looks even worse in the back.
That said, I have mixed feelings about it because later he was redesigned because players whined about it being "too sexy" and making them uncomfortable. And considering the designs above it's really hard not to see the hypocrisy. If you're going to redesign it, redesign it because it's trash, not because whiners can't handle the same designs slapped on dudes that are slapped on girls.

Basch's potholder is already notorious, as is the general lack of shirts in a desert kingdom where people go bare-chested in the sun but wear metal boots on their feet when going hunting in the sand dunes, or run around skin-tight cycling shorts onesies (Penelo). But Ashe's costume has to take the biscuit. She must maintain constant vigilance just to stop it falling off her.
She's supposed to be a leader of the resistance. But just aim for an area of exposed skin. Certain death will result.
Ashe's costume irritates me so much, it detracts from my enjoyment of the game. It's so utterly schtoopid, unfit for its purpose, and as a fashion statement it declares that she has zero intelligence or judgement.

There's just no excuse.

Ashe's severe pigeon-toedness always bugged me a lot more than her outfit in that shot. You're not doing a good job of selling me on tough rebel-princess there, chickie.
I'll have to second Shalua, Eiko, and Blank.
I've always hated Celes' sprite outfit. She's such a cool character and she wears... a one-piece bathing suit and a cape? Okay "General." Her concept art and PS cutscenes looks perfectly fine though.
On reflection, though, I might have to give the contest to Blank right now:
So...he has a belt over his eyes that will prevent him from seeing (and people give Nomura shit about belts. At least none of his actually blind the character), his undershirt, gloves, and socks appear to be sewn into his skin? And then one knee-guard/brace, fur-cuffs and a Speedo... I just have no idea what's going on with him.

Ashe's costume has actually grown on me. I found it initially abhorrent too, but given the fashions of this world (the real one, ie: Earth), I think a really interesting story could be made as to the cultural origins of what she has chosen to wear (as with other characters

Yeah, I don't think any of the footwear is suitable for sand.
Those fucking shoes. Is the red bit just a sock? Or is it made of something substantial, because its going to let the sand in. And shes going to get fucking blisters.
Other than that, those blue cuff things are fucking fugly. I don't mind the rest of it so much. But she needs to wear shorts unless she wants people to see her ovaries

Oh god. Out of context, if you don't know shes actually blind in that eye. It just looks like she went clubbing the night before, and is still drunk, but decided to turn up for work anyway.
And I hate her shoes. Plus her feet seem utterly out of proportion with her legs.

I think Blank was a go go dancer, but the club he worked in caught fire and he got some skin grafts that were badly botched by a backstreet "doctor" It's the only possible explanation.
But seriously I wouldn't have minded if there had been some attempt to explain why he looked like that.

Actually Yuffie's unbuttoned shorts really, really bother me too. The only decent explanation I can come up with for that lack of a button is that it fell off while she was swinging through the trees in the woods east of Junon, and while she has many other skills, she never learned how to sew. But you'd think Tifa would have fixed it for her.
Stupidity in FFVII costumes bugs me more that FFIX or XII because, for the most part, people in our world could go out and about in the clothes worn by the FFVII cast and not look like they'd just come from a fancy dress party.
