Well if she did, she was really phoning it in for Sephiroth.

The Tsviets get badass, unique and intricate technologically advanced weaponry.... And Sephy gets a standard albeit super-long katana.

...Or perhaps Sephiroth likes things simple. A sword need only do two things. Stab and slice.
