So they have regional or cultural restrictions specific to their country – just like anywhere – but theirs are different from a majority of the world stage of media. Just compare the depiction of violence vs. nudity and which is more accepted where. Video games already have different models used in different regions, or swap out enemies, or things like Nazi flags depending on the country they're releasing in. While the government may ENFORCE those rules legally, they're an extension of a cultural implementation.
Now, that may be manipulated by corrupt and powerful governments, but obeying those rules doesn't make anyone more actively complicit with the Chinese government than they are with any other country where they want to release their media. If they're directly including Chinese propaganda, that's something else entirely.
(I also wanted to note that the calls for the boycotts in the west is likely just going to galvanize the Chinese audience into seeing the film even more)
