I really don't think it matters whether the intended recipient would take it as a compliment. What's important is whether it's intended as an insult. And I see no reason to infer that it was intended as anything other than an insult.

Mumble, dude, Intimidation isn't a usable move. Its an Ability. It goes off automatically at the start of battle/when a Pokemon switches in. You totally missed an opportunity to declare that Kimble has Clear Body or something. Fail. Get your ass over to my Gym, you clearly need training
