And I'm pretty sure Cloud felt guilty about Aerith's death right after it happened. He was acting like it anyway. I mean one of the first things the writers wanted for AC was for Cloud to resolve that guilt. They didn't just make up the guilt. It was obviously there.
Anyways how about "What is the Promised Land?" is that so far fetched to believe? It's not that I'm against it being holy it's just that... it doesn't flow right for me if it is.

Planet: "YOU'LL MEET AERITH!"

Am I the only one who thought Cloud was talking about two different things rather than one, i.e. 1) his understanding of the planet's answer being that it ultimately wouldn't matter how things went for humans, because they would all live on in some way, and 2) in the Promised Land, whatever that ended up being for him, he would see Aerith again and be absolved of his guilt?
In other words, I think Cloud's comment about the Promised Land was informed by the answer the planet offered, not that it was the answer the planet offered.
