My guess is that this is PC footage.

Or maybe devs are just getting better at optimising for consoles,

I'm impressed with the way animations have improved in games over the years. That's the real advancement in technology right there, where graphics have slacked off, more lifelike (or at least more fluid) animation is starting to pick up.

99 percent of multiplatform games get demonstrated on pc boxes using 360 controllers which are universally compatible with pc games. So yeah, I'm banking on upres'd and downsampled pc footage.
