Fisherman's Horizon, but Under Her Control and Martial Law come close. I really like the atmosphere VIII's music added to the towns.

Hmm, are none of these the Balamb Garden theme? I guess maybe that isn't a "town" theme? That one is my favorite, it is so soothing.

Went with Silence and Motion, but FH is a close second. All of them are awesome and gave each area its own unique feeling.
