Sorry Cloti, you may be one of the series' deepest-written couples, but Steiner/Beatrix is just way more hilarious and heartwarming than you. I have to confess, though, that if the Compilation didn't exist this might've been a somewhat more difficult choice, but the constant Flanderisation of Cloud has kind of soured me on the character a bit.

I agree with your assessment on these couples and Cloud's characterization wholeheartedly. I also like the dynamics behind Cloud/Tifa's relationship, but I've gotten a little tired of seeing Cloud's angst in the Compilation. He seems to have gotten past it post-ACC; which I'm glad of, because it's one of the few things I like about DoC, but I can honestly do without seeing another Compilation entry with his angst.
Still, though, this was a hard choice to make; I love both couples, but I went with Cloud and Tifa. I really do like their relationship, and they are one of my favorite pairings in the series. However, Steiner and Beatrix still hold a special place in my heart. The love letter fiasco is one of my favorite scenes in FFIX. I laughed so hard playing that part. I love it!

There's a lot of contrast in these two that it's hard for me to pick one over the other.
It's comical and lovely to see a personality like Steiner fall for someone, and such carefree relationships are a necessary touch to a good FF game. I'm voting Cloti just because it has a stronger development to it, both storywise and emotionally.

I am a firm believer that Steiner/Beatrix and Steiner in general is underrated... but there isn't as much impact there as there is with Cloud/Tifa and all they go through.
