You need a Square-Enix ID, which is free. (Note: It's not the same thing as a Members ID). You don't need to have played FFXI, or currently be playing. If you're not NA, there's a portal link at the top of the page leading to PAL regions and such, so yeah...

Do you realise that by signing the Beta tester service agreement you agree not to take part in any political activity?

"2.7 Prohibited Conduct
Beta Tester agrees that he or she will not engage in any of the following conduct:..."
Said 'conduct' includes, among others, political activity, 'acts of religious activity', sending chain mail, using the Beta testing software in an internet cafe, and anything that might infringe their copyright, like photoshopping ACC images or writing fanfiction.... or anything else they decide they don't like.

For all I know, though, this isn't an issue and is standard for Beta testing.
