Thats an odd one, but I've heard it before. The voice actress I got for Yuffie pronounce Sephiroth like that, so I had to take an F sound from another line and mix it in.

The pronunciation of Shin-Ra gets muddled up in the compilation. In Dirge, the reporter at the beginning pronounces it Sheen-Ra. Those were later recording session than any other compilation title, so it might be a correction to the earlier pronunciation.

I cant remember how other characters in Dirge say it, but I think it's Shin-Ra.

In fairness, since "shi" is pronounced like "she" in Japanese, depending on the Japanese voice actor, the "ee" sound is emphasized more. For example, it's pretty obvious when Tifa or Zack say it.

It is pretty subtle if you listen to the Japanese dub. I had Tifa's voice actress for the Draw My Life pronounce it Sheen, but I've been going back and forth on that decision.

It's a long E sound, but pronounced quickly, and some people do pronounce it more of a short I than a long E.

The "I" at the end of "Shi" in Japanese is regularly pronounced quite quickly, so much so in fact, that in many words it's almost omitted entirely.
The name "Yoshiki" for instance, is not pronounced "Yo-shi-ki", it's correctly pronounced "Yosh-ki".
Long "ee" sounds in Japanese are always denoted with an additional "i"(い) at the end of the word, such as adjectives like "Oishii"(tasty), or "tanoshii"(fun).

Actually, while not omitted, the principle of a short "I" is true for almost all singular "I" sounds in Japanese, except some where the "I" is at the beginning of a word.
"Arigatou" for instance, is not pronounced correctly with a long "ee", it's pronounced in a staccato manner with a hurried "I" that puts most of the emphasis on the following consonant the same way the English word "Idiot" is.

Shin-ra is in Japanese, correctly pronounced, Shin(as in the shin on your leg)-ra(with "a" is in "pasta").

Unlike with names like "Aerith" which obviously isn't in any way derivative of Japanese, Shin-ra obviously is, and so I think the reasonable thing to do is to aim for a pronunciation that reflects that.
