Yeah, much as I dislike Cloud's AC outfit, it's not impractical. Just fugly.

I....I thought his AC outfit is realy cool. His shirt and pants look like something I'd like to wear.

SE has been reusing designs since the days of Amano. Just look at his designs for Firion and Locke, Faris and Edgar, the Warrior of Light and Cecil, etc.

And regarding the intact Shinra building, perhaps they had a very rushed and overworked construction team fix it?
