I can't remember him really doing anything with the crystal, I don't think you even see it

If it's anything like the other crystals, then maybe he plans on getting rid of Chaos and then, instead of disappearing because the one who summoned them is gone, use the crystal to keep himself there and rule over the world?

Just throwing my hat in here - Maybe the crystal would be used to control Shinryu? Both the Emperor and Ultimecia talk about needing to wait/survive until Shinryuu starts to move for their plan to take place. So I assumed that the final plan was to control it to control the cycle.
