The rebuild of Nibelheim? (Crisis Core Spoilers)

Because people are going to notice that a major town like Nibelheim is empty and devoid of residents.

If one day someone drove into Athens, Texas and noticed that it was completely devoid of people yet the buildings, electricity, plumbing, etc were all in tact, there'd be a big problem and media frenzy. Towns have to be inhabited. You can't just leave a rebuilt town empty of citizens. They needed Nibelheim to be filled with people who were to act as if they were the people who lived there all the time.

Then why rebuild it in the first place? Why not leave it as a burned rubble area and leave it at that? :awesome:

It'd be a more convincing cover story if they just said, "Oh, a fire broke out, it was an accident, blahblah, town is gone" instead of going through the effort of rebuilding it imo. :monster:

Just because they control the media doesn't stop someone from doing grassroots efforts to discover the truth and spread the information. If word got out too fully, it'd be much more difficult to control. Keeping the pretence that nothing had happened there was a lot safer for them, since they could just track anyone who figured out the truth and kill them. If there was no one there, it wouldn't be possible to keep an eye on the place and make sure no one figured out the truth. So having it filled with people who are loyal to the company (because it supplies their paychecks) is probably the best option for them.

ShinRa could've just gotten rid of the rubble and destroyed all the evidence and information that points towards the incident.
Hey, our town burned down but there's no rubble left. Yeah, that's not at all suspicious.

It might've been possible to cover it up so that no one could find out about it, but having your own employees there is safer. Especially when you need to keep them away from Jenova anyway so you can study the effects of the Reunion.

But what evidence is there?! Sephiroth just went mad and torched the place. There's no evidence to say it was him because there's nothing that really directly links him to the fire3 spells set to the roofs. :monster: If witnesses are dead, who's to say it was Sephiroth or it was just an accident?

Smart forensics experts who can figure out what happened with super 1337 investigation skillz, :monster:.

Granted it's far fetched, but it's also natural for an organisation like Shinra which is covering up so much to be paranoid. Because well, they have a lot to be paranoid about :monster:

Police members in other governments? Someone could say "hay my family members died in this fire, let's make sure it was an accident" and if enough people went in there to investigate the rubble, shit could go down. It's not like Shinra had absolute control over every structure of power on Gaia. There were still other independent city-states.

It's running the risk that people wouldn't buy it. Pretending that nothing had happened and killing everyone who tried to visit family there was safer.

Well I think that if people had lost family members in the fire and their first instinct was to investigate it instead of grieve, then I think they have other issues. :awesome:

Actually denial is the first stage of grieving, so wanting their deaths investigated would be a very natural reaction.

Instead of killing the people who visit family there, why not kill the investigators instead?

I could buy the danger of a grassroots investigation, since I would find it hard to believe that they could keep what happened under wraps forever, even with media bombardment. Discontents would already know that its propaganda anyway.

With Cosmo Canyon a stone's throw away, I'd bet you could find a good lead investigator there. They would probably start by hiring a few excavators from Bone Village :awesome:

It just makes no sense to me... Either leave a town torched and let it be, or leave it torched and kill people who are suspicious.. or hire random actors and be suspicious of THEM when they might get some info wrong about their character.

Where was Cloud's mom, and Tifa's dad, HUH?!

well the random alien was ostensibly under the psychotic ex-SOLDIER's control, so yeah, :monster:.

And if you incentivise people to inform on each other then it pretty easily creates an atmosphere of paranoia, so you won't need to worry too much about being stabbed in the back. Seriously, have you read 1984 lately? Orwell goes over all of that pretty thoroughly. You should just expect Shinra to behave like the government of Oceania; they aren't particularly different in nature from one another.

Probably they just assumed he'd remain an obedient SOLDIER under their control. Hojo had a tendency to overestimate his level of control over his experiments. If not for that, the plot of FFVII would have been much, much different.
