What Rank Is The Turks?

I've always thought of the FFVII Towns as city-states...

weeeeel there is this quote floating around on here somewhere that the turks do recruit some SOLDIERS to join shin-ra so i guess they rank higher. plus it wouldnt make sense to pay more for a person who doesnt do as much as the other.

aw well :/ i was just thinking about this a few days ago anyway.
