Full context:

Professor Hugo Strange and his henchmen "free" five patients from an asylum. Strange has developed a formula that turns ordinary people into giants more than double normal height, also endowing them with super strength.

In addition, once enhanced, they obey Strange's commands. He uses the formula on the patients from the asylum.

The mad scientist's plan is to first send one giant out into the city a couple of days in a row to wreak a little havoc, then to send out two on the third day. With the police having failed to stop the giant the first two days, they will go into a bigger panic on the third day, giving all their attention to the giants and leaving the banks unattended for Strange's regular henchmen to rob.

After the rampage on the second day, Batman follows the giant back to Strange's hideout and gets captured. Strange explains his plan and injects Batman with the enhancement formula as well.

Before the transformation can fully take effect -- but after Strange's six regular henchmen have left in two separate vans with the two giants -- Batman gets free and tricks the three remaining giants into fighting and killing each other ("They've killed each other, just as I hoped they would. They are now dead!") while he uses Strange's lab to prepare an antidote for himself.

With that done, Batman gets into his Batplane and pursues the vans. As we've seen, he machineguns the cab of the first and garrotes the vehicle's giant occupant after it crashes. He then pursues and machineguns the second van, whose giant passenger climbs up a building to come after Batman.

Batman kills the last giant by dropping gas on him that knocks him out, causing him to fall to his death. Hugo Strange escapes.
