At the moment, staff don't want to, though I personally wouldn't have a problem with allowing team creation for social groups with enough activity. Maybe if the staff-created ones are successful enough people will change their minds.

Private as in members have to be approved by group leaders? No, that definitely won't happen as it would encourage elitism. It is possible that we may make them viewable only by people who have joined them, though.
