We talking explosions? If these two said people engaged in battle started doing some serious damage and someone reports it to the authorities then that would certainly generate a military response...

The plan was for explosions and some pretty serious property damage.

What kind of thing do you reckon would be enough to generate a significant military response? Building explosion? Civilian casualties? etc etc

Usually, Military responses are used for a destruction of a city block, at least a hundred (not meme) deaths, and suspicious residue of some kind to make it look like a viral outbreak. In third world countries, they're always on high alert, but if the hotel is in the Orange Zone, I'm sure they will respond post haste.

Pretty much if things start to explode (even a motel) and you're getting casualties, the Government is at that point where if anything like this happens within the city, they're gonna skip all local law enforcement and go straight to the army.
