Well... yes and no. People also always tend to vote for their neighbours, but the best song always wins regardless. I wanted Ukraine to win when I heard it in the semis because I actually loved the song. Yes it's a political song, but it's also unique, unusual, beautiful, well performed and well staged. I wanted to back Australia because I thought they were in with the biggest chance of beating Russia, and I actually liked Russia's entry even though I thought Australia and Ukraine were better songs. Thankfully, the best song (IMO) won, and it almost always does regardless of other tactical/ political/ neighbour voting. Like last year though, Russia had a decent song and they place really high even when their songs are SHIT, because half of the participating countries used to be part of the USSR so they always place high. When they have a good song it's almost a guarantee they're going to win unless there's something better to beat it.

Correct; an EBU country would have hosted. I imagine someone would have offered or it would have been assigned by random lottery or something.
