In that pic I'd say she was about 33.

According to the concept art she is 13, but with some of these concepts it can be questionable whether they represent their age in the final game or not. Given the way she speaks I would have surmised her to be 8 or so. =/ Her age is never mentioned in-game as far as I can remember.

I dunno then, she lives with her grandpa. I'm assuming her parents are dead or something. And her grandpa lets her play in polluted water so maybe that has addled her brain.
