The game definitely has texture loading issues but what you're pointing out is actually just jpeg compression.
I've seen it in both a 4k recording I downloaded from YouTube as well as video captured directly from my PS4 Pro. And in 4k screenshots I captured as well, all in the same places. So it's from the the game, not the video, because other parts of that same 4k video are crystal clear.

Videos are compressed too, especially YouTube uploads. Look at the actual game, not captured footage. Also, set your screenshots to png in the PS4 share and broadcast settings. Those have way less artifacting and banding.

It's especially noticeable with those "spokes" from the plate to the upper right of that street lamp next to Cloud. You can faintly make them out in the png image whereas the jpg just erases them in the compression.

I'll keep that in mind, but I did have it set to .png for screenshots already. And if it was compression, wouldn't it be all over the shot and not just in parts of it? And in the case of video, all throughout it? Not arguing, just trying to understand. I checked several other videos on YouTube, all 4k, and the artifacting and banding was there in each one in the exact same places. But huge parts of the same videos are also perfectly fine. That's why I think it may be the game, a loading issue like some folks have said.

No, that's not how compressing works. Often the formats compress some image info but not other, leaving artifacts in some areas but not others. I don't save my images in jpg because it's known that its compression is hard on red hues, so I use png instead. Every format has its quirks and video is no different.

That makes sense, but then why would the same exact issue be in the same exact spots in multiple independently-captured videos?

I'll go check it out in-game, then, and see if it's the same. In the meantime, there was something else I wondered about. There are times when one character will be in sharp focus while another is blurred, like here:

As you can see, Jessie's clear and sharp, but Cloud's a bit blurry. They're both just as much in the foreground, pretty much, so I don't know why Cloud doesn't look sharp, too. Is it something to do with the graphics engine? I guess sometimes it might be deliberate, to highlight one character or another, but here it doesn't seem to make any sense. Here's another example:

This time, it's the other way around - Jessie's blurry in the foreground while Cloud's sharp a little toward the background. Guess I just don't know why they wouldn't have kept them both clear. They're not moving a lot in this scene, for example, so there wouldn't be much motion blur. It's not a big deal, just something I was curious about.

It looks like they're attempting to simulate a rack focus. I agree there's something strange going on with how it affects the depth of field though (especially in the second image), so I'm not sure without seeing the scene.

What's a rack focus? It seems to me that when a character's blurred like that, they look almost pasted onto the scene rather than a natural part of it.

I went back and checked some of those areas in-game that I mentioned, and they looked fine. So you guys were right, the pixellization was from the video capture. I've picked up a card myself recently, and by tweaking the settings in OBS Studio, eliminated the pixellization, but there's still a little banding in places. Not near as bad as before, but still a bit noticeable. You can see it in this shot, look at the wall on the right (you can see it better if you look at the image at full size):

And this is a screencap from the same scene and place taken using the PS4's screencap function (in PNG) format. There's no banding here:

I've got it set to lossless in the encoder settings in OBS, but the banding still shows up there. And adding a color correction filter to fix how washed out OBS makes the colors also makes the banding worse. Anyone have any ideas about how to fix these issues so what's captured in OBS looks exactly the same as what's shown natively on the PS4? Mods can move this if there's a more appropriate place for this to go, I just thought I'd ask. Thanks.

I did find that to be a strange omission. I was hoping they just moved it somewhere else after we first saw the intro but it really is nowhere to be found. It's such a glaring omission that I have to imagine there's a reason. the remake is good about this stuff in so many other places.

The Goblins of FFVII are literally the only goblins that are adorable and worth protecting.

...The ones from FFIX come in a close second.

All the others are horrible beasties that exist to cause harm and havoc. So I would 100% love to see the Goblins of FFVII have their own bar to exist happily in.
