I read the FAQ on Gamefaqs to do it, but it's been literally years since I did. But I've managed to accomplish it about six times, so it definitely works, with a little finagling.

First step in the solution- download any other browser other than IE.

If that's not possible, check the code on the html file. If there's a non critical error on the page it can result in that.
