In the BioWare forums, Dragon Age: Inquisition writer David Gaider confirmed that romance options varies upon the PC's (player character) chosen race in the game.
One user decided to ask if some races would be restricted to fewer romance option than others especially since we know that each gender has its own parameters for romance as well.
"Yes. There is no guarantee that a particular gender/race combination will have as many romantic prospects as another," Gaider responded in the forum. "And that's fine. Romance options are not candy to be dispensed fairly and evenly, and if there's a particular character that you've decided before the game is released that you must romance, it's advisable you play a different PC. The most we can do (and have done) is ensure that there's no overall slanting towards a particular group-- it's all over the map, for various reasons," he elaborated on the decision.
While players won't be able to romance anyone they want, I think that this is the right decision since romance options, as Gaider puts it, aren't candy. This isn't a dating simulation game and it's nice to put context into the romances. Maybe a character is simply gay, straight or doesn't prefer a particular race? It makes them appear more real.
Most recently, we found out that the game will have the most romances than any other BioWare game. David Gaider also discussed same-sex romance in BioWare games earlier this year.
