If Cloud was black, it wouldn't have made a difference, IMO. FFVII was groundbreaking stuff when it was released, and having assorted skin colours in a game was nothing new.
Frankly, characters who can jump fifty feet into the air to bust out some magicks don't have a basis in reality, so their skin hex codes are irrelevant.
