I'd say it's more like my assumption based on what happens to others who got injected with Jenova cells but couldn't handle them. They mutate those who dont have the strength to keep them at bay, and I would have thought that Jenova's own body would't be exempt from this as it's just a empty shell without her mind (there's no one home so the cells just run rampart forming random alterations to the body).
Also this thinking kinda stems from another theory that the cells are their own thing and Jenova is just the current host maipulating them (then Sephy takes over...)

Sephiroth certainly inherited his mothers' side:
And Kadaj, Yazoo and Loz don't carry Jenova's cells. They look like Sephiroth because they're projections of his spirit.

I see all three of them in Sephiroth. I do see some Hojo, softened by Lucrecia and definitely a lot of Jenova!
And Sephiroth does have Hojo's mentality - at least post-mental-breakdown.
I don't see the big deal with Hojo being Sephiroth's father. I've said this and more before though.
As for Kadaj, Loz and Yazoo - well, technically being Sephiroth - they would hold Jenova DNA...
Thing is they are not truly caporeal beings - not sure how to state this other than that. So, technically, they do not have Jenova cells.

They're not unlike the 'Unsent' from FFX. In fact, FFVII already used this concept with the *Cetra in the Temple of the Ancients, and the dudes from Sector 7 who came back from the dead.
