Well I'm kinda lost here. Is this a thread to vote in the sig of the week, or decide if we'll have a sig of the week in the first place?

It's to discuss the sig of the week competitions already in progress. Iirc there's a voting round currently going on, after which I think submissions for a new round will be accepted. Not sure that round's theme has even been decided upon though.
