People blew it out of proportion, I guess. It comes from the fact that Angeal rarely fights with his Buster Sword but still uses the materia slots. At least, that was in some magazine article or interview ages ago.
Angeal's a "success", as I recall, because he doesn't degrade unless he reintegrates his copies, or at least his degradation isn't as severe. Or... something like that.
Genesis has a pretty warped world view. I'm not sure if he ever fully understood the way things worked, how Sephiroth was used as a tool for propaganda, why Sephiroth didn't join him, all of that stuff.

Where is it stated that Genesis is equal with Sephiroth?... I don't believe this. IMO, when Genesis and Sephiroth fought on top of the canon at Junon (the company training room) it looked like Sephiroth was owning Genesis by the end of the battle.

I can't argue against it 'cause it's stated in the ultimania, but i still don't agree with it. I guess I've built this image in my head of Sephiroth always being the strongest in SOLDIER, so reading about Genesis being equal power kind of ruins it. its just strange to me, thats all.

It's not inconceivable that Genesis and Sephiroth were around equal power in the past while they were SOLDIER comrades. But Sephiroth continued to get stronger, surpassing Genesis.
The context of their SOLDIER combat capabilities is when they were both in SOLDIER together. Eventually Sephiroth would continue to get stronger as well, you know.
