The thing is, for whatever reason.. The low affection version of the HW scene, to them, is Tifa being rejected. There isn't a magical version that we haven't seen or that they say exists... they're talking about the low affection version when they say he rejects her.
The high affection version, according to some, can end in one of two ways. The foot tapping, or Tifa falling down being all embarrassed. (from sex, amirite ) That's the three they talk about. The high and low affection version... and the high one can end in one of two ways apparently. I don't think that's correct, but, I haven't played through the game enough times to check for myself.

Now, the scene in the lifestream had no implications of "romance". Tifa was just trying to find a childhood friend. Please, don't mistake friendship for romance.
