Listen closely, there is meaning in my words.

Presumably Angeal possessed Jenova cells in the same way Lucrecia did (Lucrecia got them by way of Sephiroth, Angeal got them by way of Gillian), so why didn't Lucrecia degrade?
Because whatever procedure Hollander used merely passed on the genetic traits of Jenova to human cells and not the actual cellular matter like Hojo's unique procedure. The key difference is that Genesis and Angeal are inheriting Jenova's abilities through genetic imprinting onto their cells versus actually having the full cellular material grafting with their body.
Sephiroth's seems the most obvious procedure though, so it's kinda weird that that would have been tried last?
It's the most dangerous and twisted experiment, that's why. Actually experimenting on a still developing fetus, hoping to graft unknown alien cells to it while in development is just ridiculously reckless and unethical. Hojo was clearly the only scientist who had the balls to go that dirty.

Wait, already?
Shit's about to get real. I hope you have their affairs in order.
