It does? The adult villager NPC artwork on p.551 doesn't have an annotation, and the artwork itself doesn't specify she's Cloud's mother. Cloud's mother is given a brief mention in the FFVII character cameos section but it only mentions her mail.
I did notice that in Remake her design seems to take cues from this NPC though.

Maybe it was the CC Complete Guide that labelled her as Cloud's Mom then, I'm pretty certain it's her.

The game uses the same model for this mysterious woman NPC as it does for the mother you save from the burning building. The model re-use isn't 100% obvious because of the difference between normal daylight and nighttime fire, but I checked the game's models and there is only one model that match them both.
No proof in either direction, but personally I require more evidence to assume that the lady outside the house in daytime is Cloud's mom.
