This kind of thing actually hurts worldbuilding for me. He hangs out with the unit, but we never learn anything about them or any other names. It's like the characters are metagaming and know who is important.

Only Cloud, Tseng and Zack survive Modeoheim. We don't see that other Shinra MP on our way to confronting Hollander and Angeal. That other guy probably got iced and didn't get a chance to start an ongoing friendship with Zack. Cloud and the player Turk are basically the only survivor of the Rayleigh mission and the other guy that came with Zack and Sephiroth to Nibelheim dropped off the bridge and was never seen again. Cloud isn't the only MP that Kunsel might still know five years later but we do see why he is one of the few.

That in itself is kind of a problem, though. You can only be the sole survivor so many times before other characters start to notice, and Cloud is the kind of character that would not be unaffected after experiencing the rest of his detail being slaughtered... three times.

Edit: I don't expect them to make dedicated models or anything, just more NPCs with names that aren't directly plot relevant. If you're going to go 'hang out with other parts of Shinra', you're not always going to randomly encounter the same three people.
