Check out this concept art from FINAL FANTASY VII REMAKE, featuring Midgar's Sector 1.

The planet's Mako energy is extracted by the Mako Reactor (seen in the background) and used to power the city of Midgar. Alongside this is a closer in-game look at the Reactor itself.

It depends on how and when they were constructed. There could be a kind of bricolage thing going on there. Or it could be faded sign of advertisement. Seems like a pretty daring place for graffiti, though I'm certainly not ruling that out either.

Maybe it’s a ... ahem ... double entrende (no pun intended). Whatever it is it’s intriguing - more likely a concept artist’s inside joke of some sort, but at the same time not impossible to be “in-world” either.

Here's a piece of original concept art featuring the Sector 1 Station in FINAL FANTASY VII REMAKE.

Midgar is divided into the slums & the plates that line up above, and you travel between them by train. The station's fairly well guarded too, as Cloud's finding out...!

Shinra Power Company has taken its hold on the world, after having seen rapid growth due to the Mako Energy being harvested.

^ Slightly more differences between the concept art and in-game in this one compared to the Sector 1 Station methinks. But I guess that’s still subject to change, as @Vyzzuvazzadth pointed out there were subtle changes from the State of Play to E3 trailer just from the part where Cloud jumps off the train, and this is presumably end-game for Part 1!
