I would think Bahamut Fury is the most powerful, as it's flare has the largest prefix attached to it (exa flare). CA stands for Crisis AVALANCHE. And yes they did work together to take out the "1sts" on the cannon, but nothing in the compilation suggests there were any other 1sts after the deaths/dissapearances of Genesis, Angeal, Sephiroth, and Zack, so logically any 1sts by the time of FF VII were just 2nds that Heidegger promoted without reason so there would be 1sts in SOLDIER. The only people we're shown promoted to 1st during SOLDIER's golden age under Lazard have abilities that make Barret, Cid, etc look lame.
