I posted Tifa's full card in the Art collection topic BTW, it's basically all about her and Cloud and of course one of the lines that she says that's mention is the "Words aren't the only way you can tell someone your feelings." and as a description of that line it does NOT say "During an optional scene if her affection is high" it just says she says it, period I love it when that happens.
