I think you're confusing Locke's need to protect Terra in a purely brotherly fashion for "wuv". What is wrong with your sense of pairings? Seriously.

Celes interacts waaaaaaay more with Locke and he returns the favor a lot more than he does for Terra. The only time he ever interacts with Terra is out of concern for her wellbeing because he cares for her like a brother.

Locke loves Celes. I mean how much proof do you need of how more canon they are. he flirts with her during that scene when they're in the Opera House and she disguises herself as Maria to trick Setzer. He

saves her from falling off a ledge to her imminent death at the end of FFVI (unless you choose Setzer or whatever)

and he generally always found her to be attractive.

God ew Locke/Terra are sooo not canon. That's like me being with my half-brother. Eeeeeeeeeeeeeeeeeeeeew.
