I've never played IZJS, but when you defeat Belias and go onto the License Board for the first time after, the game tells you that only one person can purchase an Esper license and that it disappears from everyone else's boards after.
Furthermore, in the IZJS version this is fairly obvious because there are "island licenses"-- sets of licenses not connected to any part of the main board. The Esper licenses form the bridges to them. Besides, by the time you beat Belias you have all the party members so it's not like you don't have all the information to make the best decision for who to give the the Esper license to.
It's also worth noting that in the IZJS version you can see the contents of all licenses on the boards at any time, unlike in the original version where you could only see those adjacent to already purchased licenses. So you know what you're getting.
I guess the only thing that isn't obvious is if there are multiple Esper licenses that lead to the same island licenses. And that there are (although not many): for example Breaker has a set of four Magick Lores and Exodus OR Zeromus can bridge the gap to them. If a person wanted these they would likely just buy the first one they got without knowing there was another Esper they got later that could have opened the path to them.
