You know, I saw in that interview video there was a shot from the scene where Cloud holds the flower out to Tifa, but I still don't think that eliminates the possibility of giving it to Jessie instead. What was shown there could be simply a possible scene, like how Barret reacts differently depending on what time limit you set for the bomb. The flower choice could be done the same way, with the scene unfolding differently depending on who you choose to give it to - Tifa, Jessie, or Marlene. Or you might have the chance to give it to Jessie on the train during their scene in the cargo car, since she'd surely see it. In which case, the option would probably be to give it to her or hold onto it. Obviously if you gave it to her, there would be no scene for giving it away to Tifa or Marlene in the 7th Heaven later (since you'd have already given it away).
