You are absolutely right. The Japanese being very often obtuse in their use of language do use this expression to mean a romantic interest and it is found very often in pop songs. It is used most predictably in the speech of people from Tokyo but I have also heard it used in Osaka.

Cloud telling Tifa he hopes she can meet the real Cloud again.
Cloud saying to Tifa 'so we meet again.'

Obviously, seeing AC Cloud didn't. XDFor me, I was took that as him saying they needed to free Aerith's memory. It's not like he's saying they should forget about her.
There are different versions of the HWS so it could change peoples interpretations of them. In one Cloud isn't being nice for sure, but he isn't being mean either it seems.
It really doesn't matter which version you get of the HWS. Considering Cloud asks Tifa tolivefuck him right after the game. How anyone could consider any version a rejection is mind-boggling.
Then again if I spied correctly. The pinkers basically consider the versions to be Cloud rejecting her politely and they remain friends. With Cloudbeing agiving his cold dick to her.
