No. Nothing of the sort. Kain has always had a crush on her, but Rosa has always had eyes for Cecil. That's part of what fuels the tensions.
But there's nothing that I've stumbled across in either the original JP game or the remake, nor the production files that suggests Rosa and Kain were an item.
The closest is that Rosa and Cecil are not yet an item, calling her love unrequited and mentioning the pairing is not approved of because she's a Noble and he, technically, is not.

According to the Prerelease info- which is not the most reliable stuff ever, as it gives Baron a holding about the size of Ohio, IIRC- yes, though it doesn't expand on what exactly her family's station is.

Zangan didn't arrive til after Cloud left. I don't think she was on a very tight leash at all, or if it was, the collar was loose as hell. Her job as the tour guide definitely indicates a much more relaxed Daddy Lockhart, at least.

I think you need to get over the fact that Maiden is a fluff piece and in no way is a part of the compilation/canon.
