Try installing CCCP and installing CoreAVC. I'm sure that'll fix whatever problems. My office machine is playing it okay. C2D 1.86 1GB GMA950 Graphics.

No not at all. Just be sure to turn off H264 decoding in CCCP video decoding settings to make sure CoreAVC is being used all the time.

Chances are you video card isn't compatible. But if it is, could be the video isn't encode properly to be compatible with DXVA standards. For 64bit Vista I know there are some specific settings that are needed. If picture isn't showing up could be because EVR custom sets aren't set properly...

@Tetsujin You're giving people in Europe false hope. The Japanese version ACC is for BluRay Disc Region A only. Just as Tennyo said, importing this will only work for South Asia and North America only. The FFXIII demo however is region free.
