Yeah, the Japanese version is closer to Tifa's panties that are too mature for her own age. And Cloud has the option to say just kidding or admit to it.
I like that reading of it because I was always confused if it was supposed to be Cloud or Zack doing this. Cloud or Zack rummaging through her panties always seemed OOC for both of them.
But with this reading, then we'd also have to wonder how intimately familiar Cloud is with TIfa before they ever banged. Does he get flashes of her naked or vomiting for instance? We open up a whole can of worms here.

Well...the apparently the canon explanation for that sexy cowgirl costume is that she was expecting Cloud to show up at Nibelheim so she was trying to look sexy for him. It was more of a special occasion than every day wear.
